Department of Agriculture must ensure inclusion of socially disadvantaged farmers in development, adoption, implementation, and enforcement of food and agriculture laws, regulations, policies, and programs.

Department shall consult with Environmental Protection Agency, Natural Resources, Illinois Housing Development Authority, Human Services, and other agencies on coordinating state programs for socially disadvantaged farmers.

Department must disseminate information about opportunities from federal agencies including USDA, EPA, and GAO that may assist socially disadvantaged farmers.

Department shall evaluate opportunities to include socially disadvantaged farmers in boards, committees, commissions, and similar positions.

Department must submit a report by January 1, 2020 to the Governor and General Assembly on efforts to serve socially disadvantaged and female farmers, including recommendations for improvement.
