Amends Illinois Vehicle Code Section 12-603.1 to require drivers and passengers under 18 years of age in motor vehicles with model year prior to 1965 to wear properly adjusted and fastened seat safety belts when operating on streets or highways.

Exempts vehicles with model year prior to 1965 from the seat belt requirement only if the driver or passenger is 18 years of age or older, or if the vehicle is used in connection with a parade or other similar activity.

Maintains existing exemptions from seat belt requirements including medical exceptions, rural letter carriers, authorized emergency vehicles (with limitations for fire department and ambulances), and taxicab back seat passengers.

Violation of the seat belt requirement remains a petty offense subject to a fine not exceeding $25.

Prohibits law enforcement from searching or inspecting a vehicle, its contents, the driver, or passenger solely based on a seat belt violation.
