Permits owners of first division motor vehicles and second division vehicles weighing not more than 8,000 pounds to register for 2 years instead of annually, with the fee equal to twice the annual registration fee.

Requires 2-year registrations to coincide with emissions inspection cycles if applicable, and allows transfers to other vehicles with the same emissions requirements with no refunds for early discontinuation.

Allows trailer owners to register for 1 year or up to 5 years on a recurring 5-year cycle, with fees calculated based on the number of years remaining in the current cycle.

Beginning January 1, 2020, vehicle owners must attest on a form that their vehicle has minimum required liability insurance instead of filing proof of insurance documents with each registration.

Authorizes the Secretary of State to suspend vehicle registration if owners fail to provide required insurance documentation within 7 calendar days of request.
