State Board of Education shall consist of 8 members and a chairperson appointed by the Governor with Senate advice and consent, with regional representation requirements across Illinois counties.

At least one educator community representative must be appointed from each of three regional groups (non-Cook/contiguous counties, Cook County, and contiguous counties), with no more than one member employed as superintendent, principal, business official, or teacher and no more than one from the same school district.

New educator community appointment requirements apply only to appointments made after the effective date of this Act.

Removes restrictions preventing State Board members from being "gainfully employed or administratively connected with any school system" while maintaining prohibition on conflicts of interest with state-funded institutions.

Members may serve no more than 2 four-year terms and shall receive reimbursement for ordinary and necessary expenses plus $50 per day for meeting days.
