Amends the Veterans Preference Act to include members of the National Guard of any state in the definition of "Armed Forces of the United States" for public works employment preference.

Grants priority preference to Illinois National Guard members over National Guard members from other states in employment and appointment to positions on public works projects.

Maintains existing preference criteria for veterans including minimum 6 months of service, service during hostilities, service-connected disability discharge, or hardship discharge from theater of operations.

Clarifies that "time of hostilities" includes periods when Congress declares war or when a Presidential proclamation/executive order recognizes an emergency condition and expeditionary medals are awarded.

Requires preference candidates to possess necessary business capacity for the position and allows political subdivisions to prioritize resident non-veterans over non-resident veterans.
