Director of Central Management Services must relocate all existing State employment positions to Sangamon County unless the position's nature or function requires a specific geographic location elsewhere.

All new State employment positions created after the effective date must be located in Sangamon County unless geographic necessity requires otherwise.

Director must determine a geographic location for each State employment position and document reasons if located outside Sangamon County, in consultation with affected agency directors.

Provisions do not apply to legislative or judicial branch offices, constitutional officers' statewide offices (except Governor), or persons directly employed by the Office of the Governor.

Current employee protections under the Personnel Code and collective bargaining agreements remain unaffected; relocation requirements apply only to vacant or newly created positions.
