IL HB4302

Requires all administrative hearing officers and Commissioners who make decisions on cases before Chicago's Commission on Human Relations to be licensed attorneys in Illinois.

Mandates the Commission follow all applicable federal, state, and local laws and regulations, including legal precedent from court decisions.

Requires the Commission to establish an administrative system ensuring that hearing officers remain impartial when adjudicating cases.

Prohibits the City of Chicago from regulating its Commission on Human Relations in any manner inconsistent with these requirements.

Designates this Section as a limitation on Chicago's home rule powers under the Illinois Constitution.
