Beginning with the 2020 registration year, the Secretary of State shall issue one set of permanent vehicle registration plates at no charge to applicants with permanent disabilities eligible for veterans with disabilities or Purple Heart special license plates.

Any additional plates issued to eligible individuals shall be subject to applicable registration and renewal fees, except for those approved for benefits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act (fee of $24 for second set).

Permanent plates issued under this provision are added to Section 3-808.1 as a new category of vehicles eligible for permanent registration plates.

The bill modifies Sections 3-609 (veterans with disabilities plates), 3-623 (Purple Heart plates), and 3-808.1 (permanent vehicle registration plates) of the Illinois Vehicle Code.
