• Establishes an independent election audit committee in each jurisdiction (minimum 5 members including party representatives and election judges) to prepare requests for proposals and select independent auditors.

• Requires optical scan and direct recording electronic voting systems to meet federal voting standards set by the Election Assistance Commission and pass independent testing authority certification.

• Creates the Illinois Election Integrity Fund as a special fund in state treasury with voluntary taxpayer contributions through income tax checkoffs, with estimated $2 million required for first election cycle to fund audits and administration.
