Amends Illinois Vehicle Code Section 6-106.1 to allow school bus driver permit applicants unable to submit fingerprints due to a condition that removed their fingerprints to undergo non-fingerprint based criminal background checks instead.

Non-fingerprint based criminal background checks consist of searching Illinois State Police computerized criminal history records using applicant identifiers such as name, sex, race, and date of birth.

Applicants who complete either fingerprinting or non-fingerprinting requirements are exempt from repeating the process when applying for subsequent permits or submitting proof of annual refresher course completion.

Makes conforming changes throughout the statute to reference both "fingerprinting or non-fingerprinting" requirements and to clarify that fingerprint submission to the Federal Bureau of Investigation is required only "if applicable."
