Requires businesses and establishments including bars, adult entertainment facilities, airports, rail stations, bus stations, truck stops, hospitals, urgent care centers, farm labor contractors, job recruitment centers, and massage establishments to post human trafficking resource center notices in conspicuous public locations.

Expands posting requirements to include Department of Transportation roadside rest areas, hotels and motels, organizers of public gatherings requiring permits, elementary and secondary schools, and tattoo and body piercing establishments.

Department of Human Services must develop or adopt a model notice within 6 months and make it available for free download and distribution to affected businesses and establishments.

Changes penalties from civil penalties ($500 first offense, $1,000 subsequent) to criminal petty offenses with fines up to $500 per violation, with a 30-day cure period after notice of noncompliance.

Shifts enforcement responsibility from the Department of Labor to governmental entities regulating each business type and local law enforcement agencies, with authority for the Attorney General or State's Attorney to prosecute violations.
