Municipalities with populations under 40,000 must adopt an ordinance within 60 days establishing staggered aldermen/trustee terms, with aldermen from even-numbered wards serving 2-year terms and those from odd-numbered wards serving 4-year terms.

The staggered term requirement takes effect at the first election after July 1, 2018 (if the bill becomes law by that date) or July 1, 2019 (if the bill becomes law after that date).

Prohibits municipalities with populations under 40,000 from reducing aldermen or trustee terms from 4 years to 2 years through referendum or any other means.

Modifies existing provisions allowing municipalities to hold referendums on shortening or lengthening aldermen terms by adding exceptions for municipalities under 40,000 inhabitants.

The Act takes effect immediately upon becoming law.
