Establishes definition of "assisting law enforcement agency" as a law enforcement agency with jurisdiction acting under direction of a medical examiner or coroner to assist with human remains identification

Requires the coroner or medical examiner to make reasonable attempts to promptly identify human remains through obtaining photographs, dental and skeletal X-rays, fingerprints, tissue samples for DNA analysis, and other identification information (excluding historic or prehistoric remains)

Mandates submission of fingerprints to Department of State Police, dental examination by forensic odontologist, and tissue samples for DNA analysis to National Missing and Unidentified Persons System partner laboratories within 30 days of recovery

Requires creation of National Crime Information Center Unidentified Person records within 5 days of discovery and National Missing and Unidentified Persons System records within 30 days, with indefinite retention until identification or official cancellation

Prohibits cremation of unidentified human remains and requires assignment of DNA log numbers with tags prior to burial or interment of unknown individuals
