Amends the Unified Code of Corrections to modify eligibility requirements for the Department's impact incarceration program, removing the requirement that offenders be "recommended and approved" by the court in the sentencing order.

Adds a new eligibility criterion that the court's sentencing order must not explicitly disapprove of impact incarceration for the person, allowing Department discretion in placement decisions.

Maintains existing eligibility criteria including age limits (17-35 years), sentence limit (8 years or less), exclusions for certain violent felonies, and physical/mental ability to participate.

Program participants serve 120-180 days of mandatory physical training, military drills, education, and counseling, with time served not reducible through good-time accumulation.

Requires the Department to file annual reports to the Governor and General Assembly by September 30th detailing program composition by offender demographics, county, sentence, and offense.
