Amends the Illinois Governmental Ethics Act to modify filing requirements and penalties for statements of economic interest under Section 4A-105.

Members of advisory boards or commissions that do not issue binding recommendations are exempt from the $100 per day late filing penalty beginning May 1, 2019, but remain subject to the $15 late filing fee and potential forfeiture.

Establishes filing deadlines: May 1 for regular annual statements, May 15 with penalties for late filers, and May 31 as the final deadline before forfeiture proceedings.

Special government agents must file statements within 30 days after making their first ex parte communication and each May 1 thereafter if communications occurred in the previous 12 months.

Late filing fees ($15) and daily penalties ($100 per day after the grace period) are collected by the state or county and enforced by the Attorney General or State's Attorneys.
