Amends the Illinois Public Aid Code by adding Section 5-30.6 regarding Medicaid managed care organization disenrollment procedures

Requires disenrollment of Medicaid enrollees from managed care organizations to comply with federal regulations 42 CFR 438.56

Applies when a contract is terminated between a Medicaid managed care health plan and a primary care provider that disrupts the enrollee's provider-beneficiary relationship

Takes effect upon becoming law
