Authorizes the Secretary of State and county clerks to establish password-protected Internet-based systems for filing statements of economic interests, subject to meeting specified requirements.

Requires Internet filing systems to include ethics officer approval functionality, amendment capabilities, and generation of printable filing receipts.

Prohibits candidates for Governor, Lieutenant Governor, Attorney General, Secretary of State, Treasurer, Comptroller, State Senate, and State House from filing statements of economic interests via Internet; requires written or printed form submission instead.

Allows legislative caucus ethics officers to certify annually whether their members will file electronically or in written/printed format, with non-affiliated members able to choose Internet filing if no certification is made.

Mandates public posting of filed statements on accessible websites, excluding filer addresses and signatures, and requires email notice on May 10 for those who fail to file by that date.
