Allows transportation network companies (TNCs) or third parties acting on their behalf to collect driver applications including full legal name, social security number, address, age, date of birth, driver's license, driving history, motor vehicle registration, and insurance information.

Requires TNCs to conduct local and national criminal background checks including Multi-State Criminal Records Locator database searches and National Sex Offenders Registry checks before permitting drivers on their platform.

Prohibits individuals from driving for TNCs if they have more than 3 moving violations in the prior 3 years, one major violation (including evading police or driving with suspended/revoked license), or certain convictions within 7 years including DUI, fraud, sexual offenses, or crimes involving violence or property damage.

Requires drivers to possess valid driver's license, vehicle registration, automobile liability insurance, and be at least 19 years of age.

Makes it a petty offense for applicants to submit applications with false or incomplete information.
