Any campaign, party, organization, or individual distributing vote-by-mail ballot applications must provide voters with a postage-paid return envelope addressed only to the appropriate local election authority.

Removing, tampering with, or knowingly making the postmark on a vote-by-mail application unreadable by election authorities creates a rebuttable presumption of a violation.

Election authorities must accept and promptly process vote-by-mail ballot applications submitted in substantially similar forms to the required format, including applicant-generated reproductions.
