Amends the Mental Health and Developmental Disabilities Code to allow minors age 12 and older to receive outpatient counseling or psychotherapy without parental consent, though consent requirements apply in specific circumstances.

Permits up to 8 ninety-minute sessions without parental consent for minors under 17, during which service providers must determine whether obtaining parental consent would be detrimental to the minor's well-being.

Establishes that counseling services must be provided in compliance with the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act, the Clinical Social Work and Social Work Practice Act, or the Clinical Psychologist Licensing Act.

Presumes that obtaining parental consent is detrimental to the minor's well-being when counseling relates to allegations of neglect, sexual abuse, or mental or physical abuse by the parent, guardian, or custodian.

Protects minors' confidentiality and privacy by prohibiting disclosure of counseling services to parents without written minor consent, and shields parents from liability for costs of services provided without their consent.
