Expands the Police Officer or Fire Officer Survivor Grant to allow children born or adopted after a parent's 90-100% disability to receive educational benefits.

Expands the Department of Corrections Employee Grant to allow children born or adopted after an employee's 90-100% disability to receive educational benefits.

Beneficiaries of both programs receive 8 semesters or 12 quarters of full tuition and mandatory fee coverage at Illinois public institutions, or equivalent payment at private institutions.

Benefits are available for undergraduate or graduate study without requiring demonstration of financial need, and eligible beneficiaries need not be Illinois residents at enrollment.

Act takes effect upon becoming law.
