HB4471 Summary

• Department of the Lottery shall offer a special instant scratch-off game beginning January 1, 2019 or as soon thereafter as practical to benefit police memorials.

• Net revenue from the game shall be distributed equally among the Chicago Police Memorial Foundation Fund, Police Memorial Committee Fund, and Illinois State Police Memorial Fund.

• Distributed funds shall support grants for building and maintaining memorials and parks, annual memorial commemorations, scholarships for children of officers killed or catastrophically injured in the line of duty, and financial assistance to police officers and families when officers are killed or injured in the line of duty.

• "Net revenue" is defined as total ticket sales minus prizes paid and actual administrative expenses solely related to the scratch-off game.

• Department may adopt rules necessary to implement and administer the game; this Section takes precedence over conflicting provisions of the Illinois Lottery Law.
