Requires all motor vehicle operators in Illinois to maintain liability insurance with minimum amounts set under Section 7-203 of the Illinois Vehicle Code.

Exempts specific vehicle categories from insurance requirements, including government-owned vehicles, implements of husbandry, inoperable/stored vehicles, and vehicles covered under other insurance laws.

Requires State agency employees assigned vehicles to provide annual certification (July 1-31) affirming valid driver's license and either liability insurance coverage for non-official use or a bond filed with the Secretary of State.

Automatically rescinds employee vehicle authorization upon license revocation/suspension, cancellation of required insurance coverage, or termination of filed bond, with employees required to immediately notify their agency director.

Exempts peace officers employed by State agencies who are prohibited by agency policy from using assigned vehicles for personal or off-duty use from certification requirements.

Requires operators of motor vehicles registered in other states to carry liability insurance and maintain evidence of coverage while operating on Illinois highways.
