Establishes automatic voter registration for persons released from the Department of Corrections who are issued standard Illinois Identification Cards by the Secretary of State, effective July 1, 2018 or the effective date of the bill, whichever is later.

Designates the Department of Corrections as both a "designated automatic voter registration agency" and "designated government agency" until automatic voter registration provisions are fully implemented, at which point it becomes solely a designated automatic voter registration agency.

Requires the Department of Corrections to provide released persons with information concerning voter registration, including eligibility for automatic registration under the Election Code, upon release on parole, mandatory supervised release, final discharge, pardon, or wrongful imprisonment.

Amends the Illinois Identification Card Act to allow the Secretary of State to issue standard identification cards to individuals released from the Department of Corrections and authorizes automatic voter registration for those cardholders.

Implements automatic voter registration program through the State Board of Elections and Secretary of State with dual-purpose applications that serve as both identification applications and voter registration applications unless applicants affirmatively decline.
