Requires public library districts to obtain voter approval through referendum in addition to board ordinance when annexing territory located within a municipality or school district.

Mandates that the library district publish or post notice of the proposed annexation ordinance and provide a date for a prospective referendum.

Specifies that annexation becomes effective only if a majority of votes in both the library district and the territory to be annexed approve the proposition.

Repeals Section 15-20 of the Public Library District Act, which previously allowed a referendum to disconnect annexed territory from a library district.

Takes effect immediately upon becoming law and validates any annexations completed before the effective date that comply with the new requirements.
