Designates the bill as the "Commitment to Justice Act" and establishes legislative findings regarding Legionnaires' disease outbreaks at the Illinois Veterans Home in Quincy since July 2015, resulting in 61 afflicted individuals and 13 resident veteran deaths.

Removes the $100,000 cap on tort damage awards against the State of Illinois in Court of Claims cases, which had been in place for 46 years and ranked among the lowest limits in the nation.

Applies the removal of the damage cap to all cases filed on or after July 1, 2015, addressing pending and future claims against the State.

Maintains existing damage limits for claims involving wrongful imprisonment, which continue to be adjusted annually for inflation based on the Consumer Price Index.

Takes effect immediately upon becoming law.
