Designates the Electronic Registration Information Center as the exclusive interstate voter registration program for Illinois.

Prohibits the State Board of Elections from sharing identification records from state databases (Secretary of State, Department of Human Services, Department of Healthcare and Family Services, Department of Aging, and Department of Employment Security) with any interstate voter registration program other than the Electronic Registration Information Center.

Requires the State Board of Elections to enter into an agreement with the Electronic Registration Information Center by January 1, 2016, to maintain a statewide voter registration database and share eligible voter identification records.

Mandates that communications to potential registrants include a specific message with bolded language directing individuals to online voter registration options and local election authority contact information.

Exempts implementation costs from state reimbursement requirements under the State Mandates Act and makes the act effective immediately upon enactment.
