Adds new aggravating factor (31) for sentencing: defendant committed driving under the influence under Section 11-501 of the Illinois Vehicle Code while driving in the wrong direction on a one-way roadway as indicated by official traffic control devices.

Defines "traffic control devices" as signs, signals, markings, and devices conforming to the Illinois Manual on Uniform Traffic Control Devices that regulate, warn, or guide traffic.

Modifies Section 5-5-3.2 of the Unified Code of Corrections to allow courts to consider this new factor when imposing sentences or more severe sentences under sentencing guidelines.
