Municipalities may apply to the Department of Human Services for an "Accessible Community" designation by documenting seven requirements including an accessibility committee, accessible website, first responder training, accessible public buildings, accessible public transportation, affordable accessible housing or building regulations, and at least one person with a disability on staff.

The Department shall evaluate applications in consultation with centers for independent living and award the designation if all requirements are met, issuing a certificate that can be presented by a designated center for independent living.

Municipalities whose applications are rejected may reapply no earlier than 6 months after the denial date.

The Accessible Community designation expires 5 years after award, with municipalities able to reapply no earlier than 6 months before expiration.

The Department of Human Services shall adopt rules outlining the framework for awarding designations consistent with the Illinois Municipal Code requirements.
