Changes the definition of "employing unit" under the Unemployment Insurance Act to require at least 2 employees instead of 1 employee.

Modifies Section 204 to raise the minimum employee threshold from "one or more individuals" to "2 or more individuals" performing services within Illinois.

Updates Section 205 to change the employer definition for years 1972 and thereafter, requiring at least 2 individuals instead of 1 individual employed within each of 20 or more calendar weeks.

Removes self-employed individuals and sole proprietors with no employees from unemployment insurance coverage requirements.

Becomes effective immediately upon passage.
