• Requires state purchasing agencies to obtain written waiver approval from the chief procurement officer before claiming the price exemption for foreign-manufactured products.

• Maintains existing exemptions for products unavailable in US quantities, those with substantially lower quality, purchases serving public interest in life/property/environmental protection, and telecommunications or pharmaceutical products.

• Takes effect immediately upon becoming law.
