Creates two new special registration plate types: Combat Action Ribbon plates and Combat Action Badge plates under the Illinois Vehicle Code

Plates are available for passenger vehicles (first division), motorcycles, and motor vehicles (second division) weighing 8,000 pounds or less

Secretary of State determines design, color, eligibility requirements, and may approve vanity or personalized versions of the plates with appropriate military documentation

Plates are exempt from the standard "Land of Lincoln" designation requirement and expire according to the multi-year procedure established in Section 3-414.1

Act takes effect upon becoming law
