IL HB4601

Amends the Illinois Municipal Code Section 10-1-14 to expand the definition of "firefighter" to include paramedics, EMTs, EMT-Intermediates (EMT-I), and Advanced EMTs (A-EMT).

Applies this expanded definition to municipal civil service appointment procedures for fire departments with full-time firefighters subject to collective bargaining agreements.

Requires mutual agreement with the certified bargaining agent before using non-certified employees as temporary or permanent substitutes for classified fire department members.

Permits fire departments already using non-certificated employees as substitutes to continue existing practices by mutual agreement with the bargaining agent.

Takes effect immediately upon becoming law and is designated as a limitation on home rule unit authority under the Illinois Constitution.
