Adds Section 10-11 to the Criminal Code of 2012 regarding transportation of minors under 18 years of age to another state for emergency medical treatment.

Provides criminal liability protection for persons responsible for a child's welfare who transport a child across state lines for emergency medical care if they reasonably believe the child needs emergency treatment and the nearest capable healthcare facility is outside Illinois.

Establishes that failure to transport the child to another state would risk further illness or injury as a condition for the liability protection.

Prohibits the Department of Children and Family Services from placing a child in custody or foster care solely based on transportation to another state under the emergency medical circumstances described in the bill.
