Creates the Emotional Intelligence and Social and Emotional Learning Task Force to develop curriculum and assessment guidelines for emotional intelligence and social-emotional learning in Illinois schools.

Task Force consists of the State Superintendent of Education and appointed representatives from school districts, school boards, educators, mental health experts, school principals, charter schools, and other state agencies.

Task Force members serve without compensation but receive reimbursement for reasonable and necessary expenses including travel costs.

Task Force must develop age-appropriate curriculum and assessment guidelines for elementary and high schools, with minimum requirements including teaching students to recognize, direct, and positively express emotions.

Task Force must complete guidelines by January 1, 2019, and dissolves upon completion; State Board of Education provides administrative support.
