Expands mental health training requirements to all licensed school personnel and administrators (not just specific roles) who work with students in kindergarten through grade 12, requiring training at least once every 2 years on identifying warning signs of mental illness and suicidal behavior in youth and teaching intervention techniques.

Requires school districts to conduct in-service training at least every 2 years on domestic and sexual violence for school personnel, including training on communicating with victims, connecting them to services, and supporting expectant and parenting youth.

Mandates in-service training at least every 2 years for school personnel on anaphylactic reactions and management, conducted by persons with expertise in that area.

Requires school boards to conduct in-service training at least once every 2 years on educator ethics, teacher-student conduct, and school employee-student conduct for all personnel.

Maintains existing provisions for optional training on AIDS/HIV for school guidance counselors, nurses, teachers, and other school personnel, with standards jointly developed by the State Board of Education and Department of Public Health.
