Amends the Pedestrians with Disabilities Safety Act to expand the scope of the annual Pedestrians with Disabilities Safety Day proclamation (October 15).

Requires the Governor's proclamation to remind park districts and other special recreation districts of the State (in addition to citizens) about disability policies.

Expands the proclamation to urge both citizens and governmental personnel (rather than only citizens) to ensure disability policies are upheld.

Directs the proclamation to emphasize that both citizens and governmental personnel must keep streets, sidewalks, highways, walkways, and bicycle paths safe and functional for persons with disabilities.

Takes effect immediately upon becoming law.
