Amends the Nursing Home Administrators Licensing and Disciplinary Act, scheduled to be repealed January 1, 2028, with various procedural and administrative changes.

Transfers board appointment authority from the Governor to the Secretary of Financial and Professional Regulation and clarifies the board's advisory role to the Secretary.

Adds requirement for applicants and licensees to provide and maintain valid email addresses and notify the Department of address or email changes within 14 days.

Expands grounds for disciplinary action to include willful failure to report suspected abuse or neglect of eligible adults under the Adult Protective Services Act and being named as an abuser in a verified Department on Aging report.

Streamlines hearing procedures by allowing hearing officers to report directly to both the Board and Secretary, permits negotiated consent orders between parties, and clarifies notice requirements may be served by email or personal delivery in addition to mail.
