Adds Section 3-111.5 to the Illinois Pension Code regarding police officer membership dates in municipal pension funds.

Police officers who previously participated in the Illinois Municipal Retirement Fund (IMRF) as members of a municipality's police department and were later transferred to that municipality's police pension fund shall have their membership date set to when they first joined IMRF.

The retroactive membership date applies for determining the applicable tier of benefits under the Illinois Pension Code, regardless of whether the original IMRF start date was before January 1, 2011.

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements for implementation costs.

Takes effect upon becoming law.
