Amends Illinois Public Aid Code to exempt certain medically fragile and technology dependent children from mandatory enrollment in the State's managed care medical assistance program.

Exempts children authorized to receive in-home shift nursing services as required by federal Early and Periodic Screening, Diagnostic and Treatment (EPSDT) provisions from managed care enrollment requirements.

Exempts children made eligible for medical assistance through home and community-based services waivers for medically fragile and technology dependent children under Section 1915(c) of the Social Security Act from managed care enrollment.

Allows children already enrolled in managed care as of the effective date of this act to disenroll and receive coverage under the State's traditional fee-for-service program if they meet the exemption criteria.
