Amends the Equal Pay Act of 2003 to prohibit employers from paying African-American employees less than non-African-American employees for the same or substantially similar work requiring equal skill, effort, and responsibility under similar working conditions.

Establishes exceptions to the pay discrimination prohibition for payments made under seniority systems, merit systems, production-based earnings systems, or differentials based on factors other than race or unlawful discrimination.

Prohibits employers from reducing any employee's wages to comply with the equal pay requirements.

Prohibits employers from interfering with, restraining, or retaliating against employees who inquire about, disclose, compare, or discuss wages with coworkers or who exercise rights under the Act.

Prohibits retaliation against individuals who file charges, provide information, or testify in proceedings related to the Act's equal pay protections.
