Beginning January 1, 2019, supplying municipalities in Cook County cannot charge other Cook County municipalities more than the actual cost of providing water, defined as the cost of water plus reasonable delivery fees.

Supplying municipalities in Cook County must post actual water costs on their websites and provide this information to purchasing municipalities, with the Environmental Protection Agency responsible for monitoring compliance.

A supplying municipality in Cook County is defined as one that receives water directly from Lake Michigan or purchases water from another municipality with Lake Michigan access, either direct or indirect.

Creates the Cook County Water Infrastructure Fund to provide grants for municipal infrastructure improvements to facilitate Lake Michigan water supplies, with protections against budget sweeps or transfers to other state funds.

Limits home rule powers by prohibiting Cook County home rule municipalities from supplying water to other Cook County municipalities in a manner inconsistent with these pricing and disclosure requirements.
