Adds a new exemption (paragraph 16) to the Illinois Procurement Code for procurement expenditures necessary for the Department of Public Health to provide timely newborn screening services under the Newborn Metabolic Screening Act.

Requires all State agencies to post contracts entered into under exemptions (effective October 1, 2017 and later, excluding paragraphs 1, 2, or 5) to the appropriate procurement bulletin, including contractor name, service description, contract amount, term, and exemption used.

Requires the Chief Procurement Officer to submit an annual report to the Governor and General Assembly by November 1 each year summarizing monthly contract information for exempted contracts.

Applies to contracts paid with any source of funds, including federal assistance moneys, while maintaining existing exemptions for contracts between governments, grants, care purchases, employee hiring, collective bargaining agreements, and other specified categories.
