Replaces references to "Northeastern Illinois Planning Commission" with "Chicago Metropolitan Agency for Planning" in county stormwater management statutes (Sections 5-1062, 5-1062.2, and 5-1062.3).

Expands stormwater management planning committee authority to make grants to units of local government, not-for-profit organizations, and landowners, with requirements that municipalities in floodplains participate in Federal Emergency Management Agency's National Flood Insurance Program and adopt consistent ordinances.

Requires county stormwater management plans to evaluate and address flooding problems in urbanized areas resulting from urban flooding (stormwater or snowmelt runoff overwhelming drainage infrastructure).

Adds definitions for "urban flooding" and "urbanized areas" (minimum 50,000 population as delineated by U.S. Census Bureau) to guide stormwater management planning.

For counties establishing stormwater management councils under Section 5-1062.2, requires adoption of floodplain management ordinance approved by Department of Natural Resources and designation of certified floodplain manager before levying stormwater tax.
