Amends the Election Code to delay implementation of automatic voter registration provisions from July 1, 2019 to 90 days after the federal Real ID database is certified by the Secretary of State.

Requires designated automatic voter registration agencies (including Family and Community Services, Rehabilitation Services, Employment Security, Financial and Professional Regulation, and Natural Resources departments) to offer dual-purpose applications that serve as both service applications and voter registration applications.

Dual-purpose applications must allow applicants to affirmatively decline voter registration without stating a reason, and must clearly inform applicants of voter eligibility requirements, penalties for false registration, and confidentiality protections.

Agencies with access to citizenship information may use single-signature applications where registration is automatic unless declined; agencies without citizenship information must require separate signatures for voter registration attestation.

Agencies must electronically transmit completed voter registration applications to the State Board of Elections without requiring duplicate identification information from applicants.
