• Allows impounded vehicles to be released to a lessor of record, in addition to the owner and lienholder.

• Requires towing companies to notify the lienholder of record or lessor (if information is reasonably available) when a vehicle is impounded.

• Permits lienholder or lessor to take possession of an impounded vehicle and defer payment of administrative fees upon providing proof of ownership or right to possession, except in municipalities with 1,000,000 or more inhabitants.

• Requires payment of authorized towing and storage fees and certified mail costs before vehicle release to lienholder or lessor.

• Requires municipalities to provide lienholder or lessor opportunity to view the vehicle within 2 business days of request and provide written statement of applicable fees.
