Amends the Illinois Vehicle Code Section 11-701 to establish state standards for driving on roadways, requiring vehicles to drive on the right side except in specified circumstances such as overtaking, obstructions, or special road configurations.

Prohibits vehicles from driving in the left lane on Interstate highways and fully access controlled freeways except when overtaking and passing, with eight specific exceptions including traffic congestion, weather conditions, and emergency vehicles.

Adds new subsection (f) prohibiting home rule units from regulating motor vehicles in a manner inconsistent with the state driving requirements established in this Section.

Designates the home rule limitation in subsection (f) as a constraint under Article VII, Section 6(i) of the Illinois Constitution on concurrent powers between home rule units and the State.
