Amends the Counties Code to allow third-class counties to adopt a "predictable fee schedule" for recording documents that eliminates variable fees based on page count, number of parcel identification numbers, or other individual document attributes.

Establishes five standard document classifications (deeds, leases, mortgages, easements, and miscellaneous documents) with a minimum aggregate fee of $29 per document, inclusive of all county and state fees including the $9 Rental Housing Support Program surcharge.

Requires counties to adopt the predictable fee schedule by January 1, 2020, through ordinance or resolution, with public notice posted 2-4 weeks prior to the county board meeting.

Allows county boards to increase document class flat fees only if the established fees are insufficient to cover service costs, as determined by cost study.

Maintains existing fee structures for "nonstandard documents" (those with non-conforming formats, multiple parcel references, or special circumstances) under the traditional fee schedule provisions of Section 4-12002.
