Amends the Downstate Firefighter Article of the Illinois Pension Code to change how "final average salary" is calculated for firefighters who first become employed on or after January 1, 2011.

Final average salary is now the greater of: (1) average of highest 96 consecutive months within the last 120 months of service, or (2) average of highest 48 consecutive months within the last 60 months of service.

Previously, final average salary was calculated using only the 96-month averaging method.

Amends the State Mandates Act to exempt this change from requiring state reimbursement to local governments for implementation costs.

Takes effect immediately upon becoming law.
