Amends the Downstate Firefighter Article of the Illinois Pension Code to increase survivor pension benefits for firefighters who first become firefighters on or after January 1, 2011.

Provides that survivors receive the greater of (i) 54% of the firefighter's monthly salary at date of death, or (ii) 66 2/3% of the firefighter's earned pension at date of death, replacing the previous calculation of only 66 2/3% of earned pension.

Survivor pension increases beginning January 1 after the survivor reaches age 60 by 3% or one-half the annual consumer price index increase, whichever is less, applied annually thereafter.

Applies changes without regard to whether the deceased firefighter was in service before or after the effective date of this amendatory act.

Amends the State Mandates Act to exempt this mandate from state reimbursement requirements and takes effect immediately upon becoming law.
